Staff Analysis of the Legislation

HB 509, also known as the "Human Trafficking Prevention Act", would amend Title 10 of the O.C.G.A. to require certain products sold by retailers to contain a digital blocking capability to block access to obscene material (as defined in ยง16-12-80), child pornography, and websites known to facilitate prostitution and the trafficking of persons for sexual servitude. Consumers can request the blocking capability be deactivated for a one-time fee that would be deposited into the newly established Georgia Mental Health and Addiction Treatment Trust Fund.
